Visas Requested at the National Institute of Migration


The National Institute of Migration (INM) will only accept visa applications in cases of family unity, job offers, or humanitarian reasons. In these cases, the INM is responsible for authorization, and Mexican consular offices abroad are responsible for issuing the visa as instructed.      


  • Application

    Format to request admission immigration procedure, filled out electronically through the website, printed and with the autograph signature of the petitioner.

    • Travel Purpose:

      Family Unit.
      Humanitarian Reasons.
      Job Offer.

    Note: The documents attached to meet the requirements must be listed and written down in the comments section of the application form.
  • Requirements

    General requirements

    The documents (applications) for the procedures must be submitted in original only, and their annexes, in copy. If the interested party requires an acknowledgement of receipt, she/he must attach a copy for that purpose. (Article 15 A section I of the Administrative Procedure Federal Act).


    For the three types of visas requested from the INM, the general requirements are:
    1. A legible copy of the passport or identity and travel document that is valid under international law and current for the foreign national for whom the visa is being requested. Copy.
    2. That the foreign national for whom the visa is required does not have a visa application pending resolution, in accordance with the following cases:

    a) Temporary or permanent residence submitted to the INM by family unit;

    b) Visitor without permission to engage in paid activities, requested from the INM for humanitarian reasons; or

    c) Temporary residence or visitor with permission to engage in paid activities, requested from the INM due to a job offer.

    3. Proof of payment of fees for the receipt and review of the application and, where applicable, the visa authorization per family unit or job offer. Original and copy.
    Note: The visa authorization process for humanitarian reasons is exempt from fees.

    I. Temporary Residence Visa requested from the INM by FAMILY UNIT

    Applicable to Mexican nationals or foreign nationals with temporary residence, temporary student residence, or permanent residence who are applying for a visa for a foreign national with whom they have a proven family relationship.


    In addition to the application form and general requirements, you must submit:

    1. Valid official identification of the Mexican citizen: passport, IFE/INE, professional license, military service card, consular registration, naturalization letter or Mexican birth certificate, valid drivers license, or valid residence card of the foreign national who is proving their relationship and applying for a visa for their family member(s). Original and copy.
    2. The applicant must prove family ties with the foreign national for whom they are requesting the visa, in accordance with the following, and submit the requirements applicable to each case:
    a) If it is the father or mother of the applicant: Birth certificate of the applicant. Original and copy.
    b) If it is a child of the applicant: Birth certificate of the foreign national for whom the visa is being requested, provided that they are a child or adolescent and are not married or under legal representation, or are of legal age and under legal representation. Original and copy.
    c) If it is the spouse of the applicant: Marriage certificate. If the applicant is Mexican, they must present a Mexican marriage certificate. Original and copy.
    d) If the applicant has proven a marital relationship with another person: Document issued by the competent authority, determining the dissolution or termination of the marriage. Original and copy.
    e) If it is the common-law spouse of the applicant: Document issued by the competent authority of the country of origin or residence of the foreigner for whom the visa is being requested, or where the legal act was performed, certifying that they have lived with the applicant in a common-law relationship, continuously and permanently, for a minimum period of five years. Original and copy.

    f) In the case of a son or daughter of the spouse, common-law spouse, or cohabiting partner, provided that the foreign national for whom the visa is being requested is a child or adolescent and is not married or is under their legal representation or is of legal age but is under legal interdiction and is under their legal representation, the following is required:

    • Birth certificate of the person for whom the visa is being requested. Original and copy.
    • Proof that the parent of the foreign national for whom the visa is being requested has a relationship with the applicant, based on sections c and d. Original and copy.
    • Passport or identity and travel document that is valid under international law and current for the spouse, common-law spouse, or equivalent of the applicant. Copy.
    • Document issued by the competent authority in which the other parent of the minor consents to the child's departure to reside in Mexico. Original and copy.
    g) In the case of a child or adolescent whose guardianship or custody is held by the applicant: Document issued by the competent authority. Original and copy.
    h) If it is the petitioner's brother or sister: Birth certificate of the petitioner and birth certificate of the foreign national for whom the visa is being requested, provided that the person for whom the visa is being requested is a child or adolescent and is not married, or is of legal age but is under legal guardianship and under their legal representation. Original and copy.
    3. The applicant who obtained permanent residence as a refugee and is applying for a visa for their spouse, common-law spouse, children, blood relatives up to the fourth degree, blood relatives of the spouse or common-law spouse up to the second degree: Document certifying the recognition by referral of refugee status for the family member by the Mexican Commission for Refugee Assistance. Original and copy.

    II. Visitor visa without permission to engage in paid activities, requested from the INM on HUMANITARIAN REASONS

    Applicable to individuals or federal, state, or municipal government agencies requesting a visa on HUMANITARIAN REASONS for a foreign citizen who meets the criteria established in the application process. In addition to the general requirements, the following must be submitted.


    In addition to the application form and general requirements, you must submit:

    1. Letter of responsibility from the sponsor, assuming the travel and living expenses incurred by the foreigner's stay in the country. Original.
    2. Present the documents that prove any of the following assumptions:
    a) Family relationship not considered within the family unit:
    • Valid official identification of the applicant. Original and copy.
    • Birth or marriage certificates proving kinship. Original and copy.
    • Handwritten letter signed by the applicant stating that their relative is a victim of a natural disaster or is in danger of losing their life or integrity due to violence or a natural disaster. Original.
    • Medical certificate or statement on letterhead, issued by a public health institution, stating the serious health condition of the applicant, who is requesting a visa for their family member in order to provide assistance. Original.
    b) Public interest: Written on letterhead, signed by a competent authority from a federal, state, or municipal government agency, expressly citing the legal provisions and precepts that empower the signatory to carry out the procedure, and setting forth the specific activities or functions in terms of time, manner, and place that the foreign national will perform in accordance with subsection b of the criteria for resolution of this procedure. Original.

    III. Temporary Residence Visa or Visitor Visa with Permission to Engage in Remunerated Activities, requested at the INM through a JOB OFFER

    Applicable to foreign nationals who receive a job offer from a natural or legal person legally established in Mexico. In addition to the general requirements, they must submit.


    In addition to the application form and general requirements, you must submit:

    1. Valid official identification of the individual or legal representative of the legal entity, public agency or decentralized body, decentralized agency, state-owned company or public trust, embassy or consulate of a country with representation in Mexico, in the case of Mexicans, or valid residence card if the person is a foreigner. Original and copy.
    2. Job offer on letterhead indicating the occupation that the foreign national will perform in accordance with the classification of the National Classification of Occupations or whatever replaces it at the time, the required duration, place of work, and amount of remuneration. Original.

    Note: The occupation or activity to be carried out must be captured in accordance with the National Occupation Classification System (SINCO).

    Example: Occupation 1323 Freight transportation agency administrator.

    3. Employer registration certificate duly updated. Copy.

    Important:

    • If the foreign national has a visa application pending before the INM for family reunification, humanitarian reasons, or a job offer, the applicant must request that the application be withdrawn.
    • The foreign national must contact a Mexican consulate and schedule an appointment for the corresponding consular interview within 30 business days from the day after the applicant is notified of the authorization letter issued by the INM.
    • If the temporary resident or permanent resident visa has been authorized and obtained, from the moment of arrival in Mexico, the foreign national will have 30 calendar days to complete the process of issuing an immigration document by exchange at the INM, in order to obtain the temporary resident or permanent resident card, as applicable.
    • If a visitor visa with or without permission to engage in paid activities has been authorized and obtained, upon arrival in Mexico, the foreigner will be issued a Multiple Immigration Form to prove their stay in the country, so they will not have to apply for an immigration document exchange.
    • Foreign public documents, with the exception of passports or identity and travel documents, must be apostilled or legalized and, where applicable, accompanied by a Spanish translation if they are written in other languages.
  • Duty Payment


    • For receiving and reviewing the application, and, if applicable, authorizing a visa per family unit or job offer, as appropriate. $248.00 MXN

    Important:

    Payments can be made through the following means:

    1. At the Office for processing payments with Visa or MasterCard credit or debit cards
    2. Through a help sheet which must be filled out according to the following specifications:
    • Verify that it corresponds to the type of procedure requested.
    • Register exactly the full first and last names used to identify the foreign national in the application. (Regardless of the number of names and surnames).
    • In the case of minors, the payment must be registered with the names and surnames of the minors.
    The INM does not accept cash payments.

    It is suggested to thoroughly review the payment receipts issued by banking institutions, in order to ensure there are no errors in the person's identification data.

  • Follow-up Procedure

    If your application was pending on the day it was submitted, you will be able to track it with the email address you entered on the application, have your application number and password that was sent to you electronically at hand.
