Issuance of Immigration Document


Immigration documents are issued under the modalities of renewal, exchange, replacement, and agreement. Foreign nationals have the right to have the immigration authority issue them a document certifying their status of stay, subject to compliance with requirements and conditions. They are required to safeguard and keep in their custody the document certifying their identity and their immigration document; they must also show such documentation when requested by the immigration authorities.            

  • Application

    Format to request immigration stay procedure, filled out electronically through the website, printed and with the autograph signature of the petitioner.

    Important:

    In the case of minors under 18 years of age, the application form must be signed by the mother, father or whoever exercises parental authority, guardianship or curatorship.

    • Fill in the information, selecting the type of procedure and modality:

      Issuance of resident card for renewal.
      Issuance of visitor card for extension.
      Exchange of FMM for Resident or Visitor Card.
      Replacement of immigration document due to loss, theft, or damage.

  • Requirements

    The documents (applications) for the procedures must be submitted in original only, and their annexes, in copy. If the interested party requires an acknowledgement of receipt, she/he must attach a copy for that purpose. (Article 15 A section I of the Administrative Procedure Federal Act).

    For the four types of document issuance, the requirements are:
    1. Basic format. Important: The form must be completed electronically and in person at the office where the procedure is being processed.
    2. Proof of payment of fees for receiving, processing and, where appropriate, for issuance of the immigration document in conformity with the migration status marked on the visa, in accordance with the Federal Act on Fees and other applicable legal provisions. Original and copy

    I. Issuance of Immigration DOCUMENT FOR RENEWAL
    Applicable to the foreign person holder of a temporary resident, student temporary resident and permanent resident immigration document in the case of minors under 18 years of age, subject to renewal in accordance with the assumptions indicated in the requirements.
    In addition to the application form and general requirements, you must submit:
    1. Temporary resident, student temporary resident or permanent resident card in the case of minors under 18 years of age with a validity of up to thirty calendar days. Original.
    2.

    Present the documents accrediting any of the following cases:

    a) When the Residency status granted is based on a job offer, you must submit proof of continued employment on the employer's letterhead, indicating the period of validity of the employment. Original and copy.

    b) When requested by a temporary student resident, you must submit a letter or proof issued by the educational institution, indicating that you are continuing your studies or that you are in the process of obtaining the corresponding certificate, proof, diploma, title, or academic degree. Original and copy.

    c) When the Residency status is granted to a family unit, they must declare under oath that the conditions under which the Residency status was granted still exist. Original.

    In the case of a spouse or common-law partner of a Mexican or foreign resident, the signatures of both persons will be required. Original.

    d) When Residency status is granted on humanitarian grounds, you must submit a document issued by the competent authority stating that the conditions under which such Residency status was granted continue to exist. Original and copy.

    e) In the case of a visitor for adoption purposes, you must submit the latest document issued by the competent authority regarding the adoption process or, if the corresponding ruling has been obtained, the document certifying that you are taking the necessary steps to ensure the child's departure. Original and copy.

    f) When the renewal concerns the immigration document of a minor (permanent resident), the person exercising parental authority or guardianship must declare under oath that the conditions under which the Residency status was granted still exist. Original.

    g) When the renewal is based on the status of Residency granted due to other circumstances, under oath, it must be stated that the conditions under which the status of Residency was granted still exist. Original.

    If the Residency status was granted to a minister of religion or a member of a religious association, the following must be submitted: an official letter issued by the General Directorate of Religious Associations stating that the person continues to carry out their activities in the Religious Association.     Explanatory notes for renewal:

    • If the Residency status granted was for family unity, other circumstances, being a minister of religion, or belonging to a religious association, but you have obtained a work permit, you must indicate your occupation in the comments section of the application.
    • Foreign nationals who apply for renewal of their visitor card on humanitarian grounds are exempt from paying fees, in accordance with the provisions of Article 16 of the Federal Law on Fees.

    II. Issuance of Immigration Document by Exchange
    Applicable to foreign nationals holding a Multiple Migration Form (FMM) documented for exchange provided that they hold Mexican visitor's visa for adoption, temporary Residency visa, temporary student Residency visa, or permanent Residency visa.
    In addition to the application form and general requirements, you must submit:
    1. Passport or identity and travel document, current and valid in accordance with international law. Original and copy.
    2. Mexican Visa. Original and copy.
    3. Valid and current FMM. Original and copy.

    Explanatory notes for the exchange:

    • In the case of being a minister of worship or belonging to a religious association, you must present the official letter issued by the General Directorate of Religious Associations of the Ministry of the Interior, in order to be able to accept payment in accordance with article 13 section IV of the Federal Rights Law. If it is not presented, the ordinary payment of the temporary resident corresponds. Original and copy.
    • In the case of exchanges made as a result of a Visa Authorization for Job Offer, you must indicate the occupation in the comments section of the application (piece), as indicated in the visa process.

    III. Issuance of Immigration Document for Replacement
    Applicable to the foreign national in case of theft, loss, partial deterioration or total destruction of his/her resident card, visitor's card or Multiple Migration Form (FMM) or for permanent resident foreign nationals who have reached the age of majority.
    In addition to the application form and general requirements, you must submit:
    1.

    Passport, identity and travel document or official document that you have exhibited to obtain the status of stay of which you are the holder. Copy. If it was documented with FMM, you must show the. Original and copy.

    a) In case of partial damage or total destruction, you must present your FMM, visitor card, or resident card. Original.

    b) When you reach the age of majority, you must present your permanent resident card. Original.

    c) In case of theft or loss within the country, you must appear in person before the immigration authorities, who will issue a statement of facts.

    d) In case of theft or loss abroad, you must present your FMM and visa for replacement of the original, or, where applicable, a record of entry or stamp confirming entry, issued by the immigration authority. Original and copy.

    e) In the event of an error in previous data or a change of name or nationality, you must present a public document issued by your country of origin stating the change made, once the corresponding change notification has been made. Original and copy.

    Clarification note for replacement:

    • It is not necessary to report the loss or theft of an immigration document within national territory; however, it is recommended that the appropriate steps be taken with the competent authorities to avoid liability for any misuse of the document.

    IV. Issuance of Migratory Document when TEMPORARY RESIDENCE IS GRANTED BY AGREEMENT
    Applicable to foreign national who is dependent of a diplomatic, consular or technical administrative official or a foreign national who wishes to remain in national territory at the end of his/her official duties or who waives his/her immunity established in terms of Article 5 of the Migration Act and requires to carry out remunerated or other activities that merit a condition of stay.
    In addition to the application form and general requirements, you must submit:
    1.

    Ordinary Passport, which is valid and current in accordance with international law. Original and Copy.

    2.

    Official letter through which the General Directorate of Protocol of the Ministry of Foreign Affairs informs the Institute about the temporary suspension of corresponding privileges and immunities, or, where appropriate, the conclusion of the official order. Original and Copy.

    3.

    Accredit any of the following assumptions:

    a) Job offer from an individual or legal entity indicating the activity to be performed, required duration (months or years), place of work, and the employer's duly updated registration certificate. Original.

    b) Independent activities: A sworn statement indicating the occupation to be pursued and the place where the activities of that occupation will be carried out; Original.

    Proof of registration in the Federal Taxpayers' Registry, only in cases of independent activities. Copy.

    c) Financial solvency

    • Proof of investments or bank accounts with an average monthly balance equivalent to 20,000 days set in accordance with the Unit of Measurement and Update (UMA) in force over the last 12 months, or; Original and copy.

    • Documents proving that you have employment or a pension with monthly income free of encumbrances equivalent to 400 days set in accordance with the UMA in force during the last 6 months. Original and copy.

    d) Real estate in national territory: Public deed granted before a notary public certifying that the foreign national is the owner of real estate with a value exceeding 40,000 days set in accordance with the current UMA.

    e) Investor:

    • Deed or policy of the Mexican legal entity granted before a Notary Public, or document duly certified by the administrative body or competent official thereof, stating that the foreign person participates in the capital stock of said Mexican legal entity, and that the amount of the investment actually made for the foreign person's participation in the Mexican legal entity exceeds twenty thousand days set in accordance with the current UMA, which may be accredited, including but not limited to, by means of a contract for the sale of shares or partnership interests, a contract for the transfer of assets or rights in favor of the Mexican legal entity, or a document issued by the latter certifying the amount contributed for the participation in the capital stock; Original and copy.

    • Document certifying the ownership or title to movable property or fixed assets in favor of the foreign legal entity, used for economic or business purposes with a value exceeding 20,000 days set in accordance with the current UMA. Original and copy.

    • Documentation proving the development of economic or business activities in national territory, which may be proven, including but not limited to contracts, service orders, invoices, receipts, business plans, licenses, permits, or proof issued by the IMSS indicating that the foreigner employs at least five workers. Original and copy.

    f) Studies:

    • Letter of acceptance from an institution belonging to the National Education System where you intend to study, specifying the foreigner's full name; level, degree, and area of study you intend to pursue; name of the course you have been accepted to; start and end dates of the course; cost of course tuition; and identification details of the educational institution: Original.

    • Financial solvency to cover the cost of tuition, accommodation, and living expenses during your stay in the country, proven by:

      • Proof of investments or bank accounts with an average monthly balance equivalent to 20,000 days set in accordance with the UMA during the last 12 months, or

      • Documents proving that you have employment, a pension, or a scholarship with monthly income free of encumbrances equivalent to 150 days set in accordance with the current UMA for the last 6 months.

    Explanatory notes when temporary residence is granted by Agreement:

    • Financial solvency may be accredited by the interested party, by their parents, or by whoever exercises parental authority or guardianship, provided that they are not over 25 years of age, or by means of a letter from the educational institution certifying that they have been the beneficiary of a scholarship.
    • Foreign public documents, with the exception of passports or identity and travel documents, must be apostilled or legalized and, where applicable, accompanied by a translation into Spanish prepared by officially recognized experts, as appropriate.
    • This procedure does not apply to foreign nationals who are on official business and enjoy immunity from territorial jurisdiction, and who are accredited by the Ministry of Foreign Affairs (SRE) through the General Directorate of Protocol as diplomatic consular officials or officials of an international organization in accordance with the treaties and agreements to which the Mexican State is a party, and with the laws and international practices recognized by the latter.
    • Foreign nationals who wish to remain in the national territory at the conclusion of their official assignment or those who enjoy immunity and who need to carry out remunerated or other activities that warrant a Residency status must go to the SRE to waive their immunity.
    • Measurement and Update Unit (UMA). Daily value in2026: $117.31 MXN
    • If the statements are issued electronically, you only need to submit a copy of them.

    Important:

    • The fees specified in Article 8 of the Federal Law on Fees shall not be payable when foreign nationals remain in national territory under the conditions of Temporary Student Resident and Temporary Resident status, when authorized under cooperation or educational, cultural, and scientific exchange agreements, in accordance with the provisions of Article 11, Section I of the aforementioned Law.
    • Foreign nationals must appear in person to provide the immigration authorities with photographs, signatures, and fingerprints for the basic form and, where applicable, for the issuance of the immigration document.

  • Duty Payment

    Payment of fee for receiving and processing the application and, where appropriate, for issuance of the immigration document.

    Resident persons referred to in sections VI and VII of article 8 of the Federal Law of Rights, shall pay 50% of the fees that correspond to them in accordance with the aforementioned provisions, provided that they prove to the National Institute of Migration that their stay in the country is due to the preservation of the family unit, an offer of employment by a natural or legal person with current proof of registration as an employer, or by invitation of a public or private organization or institution established in the national territory to participate in activities without receipt of income in the national territory in accordance with the provisions of the Migration Law and its Regulations.


    II. Issuance of Immigration Document by Exchange

    III. Issuance of Immigration Document for Replacement

    Resident persons referred to in sections VI and VII of article 8 of the Federal Law of Rights, shall pay 50% of the fees that correspond to them in accordance with the aforementioned provisions, provided that they prove to the National Institute of Migration that their stay in the country is due to the preservation of the family unit, an offer of employment by a natural or legal person with current proof of registration as an employer, or by invitation of a public or private organization or institution established in the national territory to participate in activities without receipt of income in the national territory in accordance with the provisions of the Migration Law and its Regulations.


    In the case of Temporary Residents with permission to engage in paid activities, they must submit proof of payment of fees for the authorization of such activities, in accordance with the Federal Law on Fees.

    • For receipt, review, and, where applicable, authorization of a work permit. $4,341.00 MXN

    Important:

    Payments can be made through the following means:

    1. At the Office for processing payments with Visa or MasterCard credit or debit cards
    2. Through a help sheet which must be filled out according to the following specifications:
    • Verify that it corresponds to the type of procedure requested.
    • Register exactly the full first and last names used to identify the foreign national in the application. (Regardless of the number of names and surnames).
    • In the case of minors, the payment must be registered with the names and surnames of the minors.
    The INM does not accept cash payments.

    It is suggested to thoroughly review the payment receipts issued by banking institutions, in order to ensure there are no errors in the person's identification data.

  • Follow-up Procedure

    If your application was pending on the day it was submitted, you will be able to track it with the email address you entered on the application, have your application number and password that was sent to you electronically at hand.
