This is applicable to the natural person, or to the dependency of the Federal, state or municipal Public Administration, that requests a visa for humanitarian reasons for a foreign national who is in the cases set forth in the procedure.
Application

Requirements
The documents (applications) for the procedures must be submitted in original only, and their annexes, in copy. If the interested party requires an acknowledgement of receipt, she/he must attach a copy for that purpose. (Article 15 A section I of the Administrative Procedure Federal Act).
1.
Responsive letter from the petitioner, assuming the travel and permanence expenses generated by the stay of the foreign person in the country. Original.
2.
Legible copy of a valid unexpired passport (identity and travel document) in accordance with international law of the foreign national for whom a visa is requested. Copy.
3.
That the foreign national for whom the visa is required does not have an application for a visitor's visa without permission to perform remunerated activities, requested to the Institute for humanitarian reasons pending resolution.

Submit the documents that prove any of the following assumptions:
a) Family bond that is not considered within the assumptions of Family Relationship:
Current official identification of the petitioner. Original and copy.
Birth or marriage certificates proving kinship. Original and copy.
Free writing with autograph signature of the petitioner in which he indicates that his relative is a victim of a natural catastrophe or is in a situation of danger to his life or integrity due to violence or natural disaster. Original.
Medical certificate or certificate on letterhead, issued by a public health institution, stating the serious health status of the petitioner, who is requesting a visa for his or her family member in order to provide assistance. Original.
b) Public interest: Letter on letterhead, signed by the competent authority of any agency of the Federal, state or municipal Public Administration, in which it expressly cites the legal provisions and precepts that authorize the signatory to carry out the management, and exposes the specific activities or functions in time, manner and place that the foreign person will carry out in accordance with subparagraph b of the resolution criteria section of this procedure. Important:
In case of having an application for a visitor visa without permission to carry out remunerated activities, requested from the Institute for humanitarian reasons pending resolution, the applicant must request the withdrawal of the same.
The foreign person must contact a Mexican Consulate and schedule an appointment for the corresponding consular interview, within a term of 30 business days from the day after the person requesting the authorization issued by the National Institute of Migration.
Foreign public documents, with the exception of the passport or identity and travel document, must be apostilled or legalized and, where appropriate, accompanied by a translation into Spanish if they are written in other languages.
